City Applied for Grant Funding for Vegetative Debris Removal

CUMULATIVE FINAL PUBLIC NOTICE

The Cities of Merriam, Lenexa, Mission and Shawnee, in Johnson County, KS, have applied for the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grant Program for disaster related funding through the Kansas Division of Emergency Management (KDEM).

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions. Cumulative Public Notices are types of notices that are typically specific to a single compliance requirement, such as the public notice requirements under EOs 11988 and 11990 but may include multiple actions. The decision to file a cumulative public notice is determined by the scale of the action, potential for controversy, degree of public need, number of affected agencies or individuals, anticipated potential impact, proximity of actions, and similarity of the actions.

Final Disposal Location: C.S. Carey, LLC, 6225 Kansas Ave, Kansas City, KS 66111, GPS: 39.08600, -94.72460

Proposed Work and Purpose:

These projects all used the same final disposal location; C.S. Carey Garden Center, which is located in an AE Special Flood Hazard Area (SFHA), a location that is at high-risk for flooding. Address: 6319 Kansas Ave, Kansas City, KS 66111, GPS: 39.08756, -94.72543

To fund the City of Merrian, Johnson County KS removal, reduction, and final disposal of 1,600 cubic yards (320 tons) of vegetative debris from roads and public property including rights-of-way and hauled to a temporary debris staging and reduction site to be mulched which was located at GPS: 38.99953, -94.69823. Then the vegetative debris was hauled to CS Carey Garden Center Address: 6319 Kansas Ave, Kansas City, KS 66111, GPS Coordinates: 39.08756, -94.72543. Net project cost: $34,682.88. Work is 100% completed.

To fund the City of Lenexa, Johnson County KS removal, reduction, and final disposal of 7000 cubic yards (1,400 tons) of vegetative debris from roads and public property including rights-of-way and hauled to a temporary debris staging and reduction site to be mulched, which was located at 7700 Cottonwood Street, Lenexa, KS 66216, GPS 38.991004, -94.751139. Then the vegetative debris was hauled to C.S. Carey Garden Center Address: 6319 Kansas Ave, Kansas City, KS 66111, GPS Coordinates: 39.08756, -94.72543.  Net project cost: $574,931.47. Work is 100% completed.

To fund the City of Mission, Johnson County, Kansas removal, reduction, and final disposal of 15,000 cubic yards of vegetative debris from roads and public property including rights-of-way. The debris was the hauled to C.S. Carey Garden Center Address: 6319 Kansas Ave, Kansas City, KS 66111, GPS Coordinates: 39.08756, -94.72543 to be mulched at final disposal location. Net project cost: $127,373.32. Work is 100% completed.

City of Shawnee, Johnson County Kansas removal, reduction, and final disposal of 14,700 cubic yards (1,400 tons) of vegetative debris from roads and public property including rights-of-way and hauled to a temporary debris staging and reduction site to be mulched which was located near Johnson Drive and Renner Road GPS Coordinates: 39.02141, -94.78133. Then the vegetative debris was hauled to C.S. Carey Garden Center Address: 6319 Kansas Ave, Kansas City, KS 66111, GPS Coordinates: 39.08756, -94.72543. Net project cost $104,785.95. Work has been 100% completed.

Project Alternatives:

The practical project alternatives that were considered are No Action and Relocation of final debris disposal. The “No Action” alternative is not feasible as a significant amount of vegetative debris increases potential danger to health and safety for these Cities’ residents. Also, the alternative action of relocation of final debris disposal is not feasible due to the significant cost and complexity of the relocation of debris despite the impact to the floodplain.
